The construction will follow this sequence:

1. The permit is required prior to starting any construction activities.
2. The entire area must be prepared first.
3. The court area must be paved, overlaid, and cured. After this, painting, fencing, and installing the judge’s stand and nets can be done in any order, at any time.
4. The bleacher area must be paved after the court is paved (court curing is not required to be done). Then bleachers and stand can be built in any order, at any time.
5. Stand equipment must be installed after stand is painted.
