If we assume that stability of the empire was the goal of provincial administration, then how was that stability acquired or maintained? What does Pliny's correspondence with Trajan suggest are the responsibilities of a provincial governor? In what spheres of activity does Pliny engage? Implications for stability? How much is the emperor involved in the minutiae of provincial administration? How much do you think he wants to be in the case of Pliny's administration of Bithynia? implications?
