Recognizing a Face as Familiar without being able to retrieve the person’s name may be related to tip-of-the-tongue (TOT) experiences for people’s names.

Tip-of-the-Tongue Experiences (TOTs) may relate to familiarity-based recognition. People can detect the fact that a word was presented recently, without being able to access to the word itself from memory.
